Education & Skills Development

Education and skills development underpin inclusive growth and innovation, and in the Horn of Africa, strengthening access, quality, and relevance is essential to overcome low literacy, skills gaps, and inequality that limit youth and women’s employability.

HPRD delivers applied research, policy advisory, and program design to strengthen education systems, improve learning outcomes, and enhance employability. We conduct large-scale education assessments including Quality Learning Environment (QLE), Early Grade Reading and Mathematics Assessments (EGRA/EGMA), and school quality studies. We help design curricula, teacher training, and skill development frameworks. Through Public–Private Partnerships (PPP) and business incubation programs, we foster innovation and entrepreneurship linked to the labor market and digital economy.
