Effective governance and capable institutions form the backbone of sustainable development. In the Horn of Africa, many institutions face capacity, coordination, and accountability challenges that limit efficient service delivery and policy execution. Strengthening governance systems and institutional performance is therefore critical to achieving development impact.
HPRD provides technical, analytical, and advisory support for governance reforms, institutional diagnostics, and capacity enhancement. We conduct institutional capacity assessments, develop strategic and operational frameworks, and design accountability and performance systems. Our work promotes transparency, citizen participation, and evidence-based decision-making through applied research, training, and organizational development. We also facilitate Public–Private Partnerships (PPP) and inter-agency coordination mechanisms to improve governance efficiency and service delivery.
