Documenting the SIDA Program Based Approach Value Added

Background 

Action Against Hunger (ACF), in collaboration with the Swedish International Development Cooperation Agency (SIDA), has engaged Horn Populations Research and Development (HPRD) to conduct a comprehensive assessment of the Performance-Based Approach (PBA) model. This evaluation aims to optimize the effectiveness and accountability of the PBA model in ACF’s programming. Purpose The primary objective of the assessment is to document ACF’s experience with the PBA model and to evaluate the added value it brings to their programming efforts. 

The evaluation seeks to provide a thorough understanding of how the PBA model contributes to ACF’s strategic objectives and its overall impact in Somalia’s humanitarian and development context. 

Specific Objectives 

1. Facilitation of Strategic Pillar 1: o Assess how the PBA facilitates the implementation of ACF's strategic pillar 1 compared to other funding streams. 

2. Key Successes and Achievements: o Identify and analyze key successes and achievements directly attributable to the PBA approach. 

3. Addressing Challenges: o Evaluate how the PBA addresses challenges or shortcomings inherent in existing funding modalities. 

4. Benefits and Limitations: o Critically examine the benefits and limitations of the PBA in the context of Somalia's complex humanitarian and development landscape. 

5. Lessons Learned: o Capture and distill key lessons learned and missed opportunities during the PBA implementation process. 

Methodology 

The assessment employed a mixed-methods approach, integrating both quantitative and qualitative data collection techniques to ensure a comprehensive evaluation. Data sources included document reviews, interviews with key stakeholders, focus group discussions, and field observations.
