The Joint Work Planning (JWP) process in Turkana is designed to enhance coordination between USAID Implementing Partners (IPs) and the Turkana County Government. The learning brief outlines several objectives that guide this collaborative approach:

1. Strengthening Multi-Stakeholder Collaboration

The objective is to enhance coordination between USAID IPs and the county government, aligning efforts with local development priorities and establishing structured stakeholder engagement, enabling joint planning, implementation, and monitoring. This alignment optimizes resource utilization, minimizes duplication, and ensures interventions are complementary, maximizing development impact.

2. Enhancing Data-Driven Decision-Making

To promote evidence-based planning and resource allocation for sustainable development and enable county stakeholders and partners to use data-driven insights to prioritize investments, ensuring informed decisions. 

3. Improving Resource Allocation and Sectoral Investment

The JWP framework strategically allocates financial and technical resources to high-impact sectors, ensuring equitable investment distribution. 

4. Building Sustainable Local Institutions

The JWP process strengthens local institutions by enhancing their capacity to lead development programs sustainably. Co-creation empowers government officials and service providers, fostering self-reliance. As a result, dependency on external aid decreases, enabling local institutions to effectively plan and implement initiatives, ensuring long-term impact and sustainable development.

5. Encouraging Policy Alignment and Institutional Strengthening

The objective is to align USAID IPs with local government policies for Turkana’s development. Joint discussions have enhanced policy coherence, integrating partner initiatives with government strategies. This streamlines governance and service delivery, ensuring programs are well-coordinated, complementary, and effectively address county priorities for sustainable impact.
