Baseline Evaluation For GPE Regular Accelerated Funding Program In Somalia

Save the Children Somalia is implementing accelerated funding program with funding from Global Partnership for Education (GPE). This is also done in partnership with Federal Government of Somalia, Federal Member States (Jubbaland, Benadir, South West, Hirshabelle and Galmudug), American Refugee Committee, Adventist Development and Relief Agency and Development Action Network. The baseline data collection was conducted in two phases; phase one was done in October 2020 and phase two was conducted between 19th January and 2nd February 2021 in the seven project target regions in South Central Somalia.

Project Overview

Save the Children Somalia is implementing accelerated funding program with funding from Global Partnership for Education (GPE) and in partnership with Federal Government of Somalia, Federal Member States (Jubbaland, Benadir, South West, Hirshabelle and Galmudug), American Refugee Committee, Adventist Development and Relief Agency and Development Action Network. The baseline data collection was conducted in two phases; phase one was done in October 2020 and phase two was conducted between 19th January and 2nd February 2021 in the seven project target regions in South Central Somalia. The project baseline was conducted to inform the monitoring and reporting of the progress of the implementation against indicators in the log-frame; identify the state of play in the GPE Centers to inform programme interventions and identified priorities; and to assess the GPE center against a Quality Learning Framework to then directly inform School Improvement Plans (SIPs).

Implementation

The baseline adopted a mixed method approach in which both qualitative and quantitative data was gathered. The study used a range of data collection techniques and tools, including the Quality Learning Environment (QLE) package (focus group discussions, learners and teachers, interviews with head teachers, school checklist, and classroom observation); Annual Status of Education Report (ASER) assessments and Washington Group (WG) tools to assess wellbeing of the learners. The Baseline evaluation had two main objectives. First, to establish the learning levels among select- ed learners in Grade 3 using Annual Status of Education Report (ASER) Tools. Secondly, it was to assess the quality of learning environments in the target schools. The baseline study reached 998 Grade 3 learners of age category 6-17. There was a gender balance in the number of boys and girls who were sampled in the region. Implementation areas: Jubbaland, Benadir, South West, Hirshabelle and Galmudug
