Somali experts’ secondment (ses) program External impact evaluation

The Somali Experts Secondment (SES) program was initiated to provide capacity development support to Somalia for stabilization and nation-building. The external evaluation intended to assess the program's impact, document lessons learned, and evaluate the program's relevance, coherence, effectiveness, efficiency, impact, and sustainability based on OECD/DAC criteria. The evaluation also sought to examine the Theory of Change (ToC) underlying the program.
